Land Registry delivers new legislation with e-learning

In time for the implementation of the Land Registration Act 2002, from October 2003 Land Registry needed to provide training to c. 6500 staff in 26 offices in the UK on the impact of the new legislation, including certain new procedures, changes in practices and the use of new IT systems software. Land Registry worked with BYG Systems to deliver a number of bespoke e-learning modules.

Key to the success of the project was BYG’s assistance to Land Registry to identify where e-learning could be cost effective and where it could blend with other training initiatives for the launch of the new legislation.

Land Registry worked with BYG to provide a pilot project to evaluate the effectiveness of e-learning. A project based on the topics ‘Transfers of Registered Land’ and ‘Discharges of Charges’ was chosen. It combined an overview of processes, procedures and the use of IT systems to, for example, process the transfer of ownership of a property. The successful completion of the pilot highlighted the topics suitable for e-learning as part of a blended solution and six modules were subsequently created in a lively, conversational style, with graphics and photography representing real-world working situations and including interactive activities to test the learner.

Says Graham Woodward, from the Land Registry Education and Training Unit, ‘We had to be confident that our chosen partner for this project could deliver the courses on time and in a format that was compatible with our infrastructure– before the legislation came into force on 13 October 2003. BYG worked extremely closely with us to achieve an excellent result.’

Aware of the huge challenge and the tight deadline, BYG also had to deliver a cost effective product both for today’s needs and tomorrow’s updates and upgrades. A number of assets were created which were suitable for re-use when converting existing learning materials in the future, such as learning activities, course branding, photo libraries, navigation and tracking functionality. Re-usable templates were designed for easy implementation of screens.

‘We were delighted to have the opportunity to work on such a key project but recognised the need to spend time on getting the foundation stones right at the outset as there was no time for major changes later on. It is very satisfying that we have such positive feedback from the learners and the chance to establish a working relationship with Land Registry .’
